If you are speaking of achievements, then this is a different question. A PhD is the highest degree you can earn, which generally leads into running a research lab, either at an academic or commercial institution. What might be considered the highest level of biology is often appointment to head a large research group, or become the leader of a foundation or other organization that organizes and funds scientific research.
