What is the Header Record for?
The Header Record is a single record prepared for each Data Collection and identifies the Agency and provides other information to help with the transmission process. It includes the Collection identifier (5 digit number) so that client data is placed in the right part of the State or National Data Repository for each collection. The header recorder also says how many records are being transmitted so that if any go astray, the repository will know and can contact the agency to see what has happened. Refer to HACC MDS Technical Guidelines for more detail.
