What is the “Handbook” method?
The Handbook method is a building-block approach using data from several sources—including the Current Population Survey, the Current Employment Statistics program, and unemployment insurance program—to produce labor force estimates at the substate level. Estimates for Labor Market Areas (LMAs), including both metropolitan and micropolitan areas and small LMAs, are produced using this methodology.
