The Growth Management Act was created by Washington State legislation in response to growing concerns with suburban sprawl, environmental protection, quality of life and related issues. Cities and counties are required to form Comprehensive Plans in agreement with the Growth Management Act Bainbridge Island created a Comprehensive Plan in 1994 which has been amended in 1999 to protect and manage the Island’s population and economical growth.
