What is the Graduated Driver License (GDL) system?
The Graduated Driver License system (GDL) is a program that allows new drivers to gain knowledge and driving experience while under the supervision of an experienced mentor as they progress through the learning stages. Parts of GDL became effective February 1, 2000 with full implementation by September 1, 2000.
