Lowell is located at (41.292370, -87.415131). Although it is a small community, Lowell is part of Chicagoland, i.e., classified as a suburb of Chicago, due to its being only about 40 miles away from the Chicago Loop. According to the United States Census Bureau, the town has a total area of 10.8 km sq (4.2 square miles). 10.6 km sq (4.1 mi sq) of it is land and 0.2 km sq (0.1 mi sq) of it (1.92%) is water. Located five miles outside the Great Lakes drainage basinwatershed, Lowell sought permission to pipe in lake water to replace city water drawn from its high fluoride deep wells. However, diversions of water out of the Great Lakes basin require the approval of all 8 state governors whose states border the lakes. Lowell’s request was turned down in 1991.
