The Human Performance Wing contract was a two-phase selection and is a best value award. Phase 1 required contractors to submit work experience, performance on similar projects and proposed team members. This phase did not include a cost estimate or bid. The government conducted a selection board and identified a maximum of five contractors that would proceed to the Phase 2 selection. Phase 2 included a selection based on best value. This phase required designs, management plan and sub-contractor plan. For the contract award, planned for latter part of the week of April 14, the selection is made by price only since the previous two phases included the background information. Once award submittals are received, Contracting Division writes up the report and the source selection authority reviews the information and signs. The agencies who submitted are contacted and the selection is announced on FedBizOpps.
