The FLUM is a part of the Future Land Use Element of the Osceola County Comprehensive Plan that portrays planned land use patterns at a specific time in the future—in our case, the year 2025. In Florida, every county and every municipality must have a FLUM, and it must be adopted by ordinance. The Zoning Map, which depicts zoning districts and the land uses that may be permitted on any specific parcel of land, is not a part of the Comprehensive Plan—it is a part of the County’s Land Development Code.
