I’m not familiar with this exact compressor, but I believe that in a screw type compressor, that the motor cannot start when high pressure exists in the secondary stage. So the unloader valve would be a N.O. valve that opens when power is disconnected in order to relieve the pressure so that when power is re-applied, the valve closes and the motor can start the compressor with low pressure in the secondary. If the valve is faulty and fails to close, the compressor is unable to build pressure.
