What is the function of the Fiscal Systems and Consulting Unit (FSCU)?
• What kinds of consulting services are available to agencies from FSCU? How does a department request an evaluation for cost effective accounting services e.g., internal vs. contracting out? We can provide consulting services, on a reimbursement basis, relative to a departments fiscal operations. Detailed written requests must be submitted to the Chief of FSCU who will consider the needs of the requesting department and the current FSCU workload. However, your budget staff are familiar with your departmental operations, programs, and funding sources. As such, they should be able to prepare a cost analysis of internal fiscal services vs. outsourcing. • Will they contract out for items such as Cost Allocation Plan preparation (for a CALSTARS department)?
