What is the FSS Program?
The Family Self-Sufficiency (FSS) program is a HUD initiative. This program will help families with a housing choice voucher gain economic self-sufficiency and also receive a financial reward. The FSS program will promote self-sufficiency among participating families, through referrals to job readiness services, job training, education and career counseling. The financial incentive is the escrow account opened for the family as their income increases based on wages. Upon successful completion of the 3-year FSS Contract of Participation or upon completion of one year of continuous and unsubsidized employment, the family will be given the escrow monies earned, which may be used to purchase a home, obtain higher education, or achieve other personal goals.
