WASHINGTON, D.C. – The fax machines, copiers and computer terminals are busier than ever at the Franklin One Stop Career Center in Northeast D.C. “The numbers are so large that we’re having to use labs that traditionally would not be utilized at this time of day,” says program manager Sheree Finley. She’s also had to replace two machines that clients use to swipe their computer access cards. The District’s unemployment rate is now at 11.1 percent. Despite the promise of solid federal government jobs, the city’s rate is also higher than in neighboring states — Maryland is 7.2 percent and Virginia is 6.5 percent. Jobless numbers are reported in the place of employment, not the place of residence, and lots of Maryland and Virginia residents once had jobs in the city. Joe Walsh, director of the D.C.
