What is the formal policy for hiring and firing a student employee of our student government?

Summary: As part of our Student Association’s governing council we have both hired and elected positions. Our elected members are the only ones with voting abilities in meetings, but our hired (or appointed) members help run the office and create posters etc. We do not have any formal policy on how to hire (or select) a student. Right now we accept applicants and interview every applicant (which can be time consuming) and so we want to know if there are set recommended ways of selecting candidates, and ways of filtering résumés to select ones to interview. Also, along with this, there is not set way to dismiss hired members. For elected members we can call for a referendum, but I was wondering if there was a policy that other SG’s follow on how to dismiss hired members if they are not meeting job requirements.
