I have never heard of this. I have heard of the finger print region of the IR spectrum, this is the area starts at about 1000cm^-1 and goes until the end of the IR about 400cm^-1. You can use the finger print region to distinguish between two compounds which are extremely similar, this region also contains bonds that are more useful in inorganic chemistry, for example the vibrations for C-Cl, and metal to carbon, N, O, etc bonds. One time a prof said in class that you can actually differentiate different two samples of the same compound by looking at the finger print region, however i have not yet confirmed this, maybe cause my IR machine is too old mine can’t do that. I think the finger print technique refers to how the finger print region is useful in chemical analysis.
