In 1996, FHWA issued “CIA: A Quick Reference for Transportation” (purple book). FHWA sponsors community impact assessment workshops and supports a Transportation Research Board subcommittee on community impact assessment. WSDOT created Context Sensitive Design training and co-sponsored a Community Impact Assessment workshop in Spokane. We issued “Building Projects that Build Communities” in 2003, as well as our Secretary’s Executive Order on Context Sensitive Solutions.
