Perhaps the easiest way to understand and to explain the Federal system of governance is to set out the most commonly asked questions and misconceptions about the System. Responding to these questions and concerns will effectively clarify why the people of Buganda and the people of Uganda generally desire a federal system of Government. It is important to answer these questions by referring to our history and experience with the Federal System of government in order to ensure that we learn from our past mistakes. 1.
