Lol, the first two answers don’t help much at all. The fastest way to get 99 fletching (you have to have atleast level 60 fletching first) is to buy heaps of feathers, arrow shafts and adamant arrowtips (or you can get/make/smith them yourself but this will take more time). This may be a pretty expensive way of getting 99 fletching but by using this method, you will get 99 fletch in a week maximum because you will make around 400k exp per hour. Just make the adamant arrows and sell them in order to buy more supplies and repeat until you reach 99 fletch.
