First, it is very minority-racist to consider a program only by its impact on Blacks. The good of all must be considered and there is abundant evidence that forced integration has dealt a severe blow to the quality of education in every major city where the policy has been enacted. From Washington, D.C. to Detroit to Los Angeles, the verdict is in and it is not a favorable one. Secondly, it has been proven that busing has not appreciably raised Black educational performance, and there is increasing evidence that it has actually hurt Black performance due to the unfamiliar and antagonistic environment it creates. As for the notion that busing fosters racial harmony: nothing could be further from the truth. In testimony before the U.S. Congress, the National Education Association revealed that there are 200,000 serious assaults in our nation’s public schools every month; and consistently, the greater the degree of integration, the high the prevalence of violence.
