Included in the $3.1 billion CIP is the $1.2 billion Emergency Storage Project. This is a system of reservoirs, interconnected pipelines and pumping stations designed to make water available to all communities in the San Diego region in the event of a disaster that interrupts imported water deliveries. ESP projects include the completed Olivenhain Dam and Olivenhain Pipeline, as well as facilities currently in construction: Lake Hodges Projects, San Vicente Pipeline, and San Vicente Dam Raise.
