The Environmental Historical Preservation (EHP) review is a federal requirement that directs the Federal Emergency Management Agency (FEMA) to assess the potential environmental impact of any project that will be funded with federal grant dollars. While all projects are subject to the EHP review, it affects you most if your project involves construction or installation on infrastructure (buildings, rail cars) that are 50 years old or older. Were there FY08 Freight Rail Security Grant Program (FRSGP) funds that were uncommitted? In FY08, some of the money originally allocated to FRSGP was transferred back into TSGP. This was possible since the funding for freight rail is carved out of the amount appropriated for TSGP each fiscal year.
