What is the Environment Agency’s role in the Landfill Allowances Scheme in Wales?
• We have a duty under the LAS Regulations to report performance against the Local Authorities annual allowance allocations and to report the total for Wales. • We set out the timetime table for local authorities and landfill operators to meet their obligation to provide timely and accurate data under the LAS Regulations. • Local authorities in Wales are required to report municipal waste data to us each quarter within one month after quarter end • Each quarter landfill operators are required to report to us the amount of municipal waste received by their sites within one month after quarter end • We are responsible for reconciling the allowances for each local authority with the amount of biodegradable municipal waste they have sent to landfill. • We are responsible for validating data the local authorities send to us by cross checking it with return data waste site operators submit to us. • We provide the Welsh Assembly Government with an annual monitoring report on 1st September eac
