What is the Energy Cost Adjustment (ECA) on my bill?
This adjustment reflects the difference between actual costs for energy and the energy costs that were built into your base rate. Actual cost will vary depending on where the electricity was purchased. During peak load periods, our normal generation plants may not have enough capacity to provide the energy that is required by our consumers. When this happens, energy needs to be purchased from generation facilities not normally used (i.e. generation produced by natural gas). The ECA gives utilities the ability to deal with ongoing energy cost changes without having to make frequent changes to the base rate structure. Its purpose is to ensure that Flint Hills RECA collects no more and no less than the actual cost of wholesale power.
