The waivers for low-cohort-default rate schools regarding single disbursements for single terms and the 30-day delayed-delivery requirement were effective as Feb. 8, 2006, the date of enactment of the Deficit Reduction Act of 2005. The Department of Education, in Dear Colleague Letter GEN-06-02, advises that these changes are effective for any disbursement made on or after Feb. 8, 2006.
