First, remember the guidelines and regulations issue, then the state must change its own laws, then comes something Congress is requiring ALL states to use. 42 USC 16923, Sec. 123 requires “The Attorney General shall, in consultation with the jurisdictions, develop and support software to enable jurisdictions to establish and operate uniform sex offender registries and Internet sites.” In other words, all registries will -look and feel alike- by using a newly developed computer software program. This is supposed to be the ultimate computer program which I liken to the “WarGames” movie with Matthew Broderick and that computer was known as “The WOPR.” In that simulated war game they were supposed to reduce casualties, Congress approved that according to the movie, today this new program is supposed to reduce “failure to register” by tracking registered folks better.
