In the Netherlands the situation is slightly different. The orginization most like Ordenance Survey is the ‘Topografische Dienst Nederland’. They do sell maps on different scales, I have some 1:25000 ones from them and recently I have contemplated to buy a few 1:50000 ones but decided against them, only because I live where two maps meet and I would have to buy both sides and always use both. http://www.kadaster.nl/index_frames.html… (Dutch) or http://www.kadaster.nl/international-eng… (English, but I guess not all services.)
