There is no real dumbest breed. Its more of matter of which dog takes longer to train. Most resources say that Afghans are. I disagree with this. There are no dumb dogs just owners with no patience to take the time to train them fully.

Irish Setters are considered one of the dumbest. They sure are pretty though. It’s really a subjective thing, there isn’t a standard IQ test for dogs as far as I know. edit: Sorry, I meant Afghan Hound, not Irish Setter. I got them mixed up.

It’s not really a matter of intelligence as it is a matter of will. A Border Collie, being easy to please will be much easier to train than a more stubborn breed of dog. But it can be done.
