The NCLB Act is clear that school districts that accept Title I funding must communicate the right for parents with children attending Title I schools to request information about the qualifications of all instructional personnel. Information eligible for release includes, at a minimum, whether the teacher has met State requirements for licensure and certification for the grade levels and subject areas in which the teacher provides instruction; whether the teacher is teaching under emergency or other provisional status through which State qualifications or licensing criteria have been waived; the college major and any other graduate certification or degree; and whether the child is provided services by paraprofessionals, and if so, their qualifications. As of 9-27-02, the District Administration continues to research whether the general notification of parents’ “right to know” applies to parents with children attending non-Title I schools.
