Laws & regulations represent the interaction between branches of the government. A law is enacted by the legislative branch and regulations are created by the executive branch to make the laws functional. The judicial branch determines the fairnes of the law and application of the regulations. Say the state legislature enacts a law that only licensed people may drive a car. So the department of public safety says to get a drivers license you must be over 16, have 20/20 vision, and be able to pass a drivers test that consists of parallel parking and highway driving. Or congress says there will be a tax on everyone’s income. So the IRS says you must use the IRS form 1040 and submit it by April 15. Hope that helps.
