Water consumption tier 1 and tier 2 are the two different rates of metered water. For all single family residential accounts, units number 1 to 18 are billed at a lower rate per unit to encourage conservation. The lower rate is reflected in tier 1. All units in excess of 18 are billed in tier 2. Apartments, multi-units and commercial accounts are billed at a flat rate per unit consumed.
