The compliance market is one used by an electric supplier to satisfy its state mandated renewable requirements. Non-compliance by an electric supplier results in a penalty called an alternative compliance payment (ACP). The voluntary market is used by companies, organizations, and individuals to meet its environmental goals. The same RECs can be used for both compliance and voluntary purposes but a single REC can only be used once.
