Simple.The red cross on the white ground is the flag of St. George, the patron saint of England, so that is the ENGLISH flag. The Union Jack is the flag of Great Britain, which is made up of three flags:- the flag of St. Andrew of Scotland,(a white saltire on a blue background); the flag of St. Patrick of Ireland, (a red saltire on a white background) and the flag of St. George, (red cross on white background) all superimposed upon each other. The flag of Wales, ( a red dragon on a green and white background) is not represented in the Union Jack.
