It depends on the local region’s tradition. OR actually uses both terms in different contexts (see Question 7.6.4). The term “the” preceding the route number (e.g. “the 405”) is only common in S. CA ( http://groups.google.com/group/misc.transport.road/browse_frm/thread/a7a6b7d8190d5ade ) and metro Buffalo within the US (it is common in other English-speaking countries).
