Focused means that if you are deficient in any of the seven BASIC areas, the Federal Government will focus on the one area of non-compliance to improve this area and that a letter or non-Onsite intervention has not been accomplished. Comprehensive Onsite is the most similar to the current system and will focus on the carriers over all compliance.
