What is the difference between the Bibliography (BIBs) and Occupational Standards (OCCSTDs)?
The OCCSTDs form the basis for ADVANCEMENT, training, and distribution of personnel, and are the foundation of the Navy Enlisted Occupational System. The Naval Standards of the OCCSTDs are basic skills and knowledge necessary for the well-being of Navy personnel and contribute directly to the mission of the Navy. The OCCSTDs are MINIMUM standards that represent the lowest level of skill required to function effectively at a given level of responsibility to fulfill Navy needs. They are phrased in the language of task statements and define what enlisted personnel must do in their rate or rating (performance factors). Basic to the OCCSTDs, is the rationale that inherent in each paygrade E-4 and above is the skill and knowledge to perform each task for every lower paygrade in that rating. The Occupational Standards (OCCSTDs) are the foundation for material contained in each NORTHSTAR study guide.
