What is the difference between “Targeted,” “Indiscriminate/Incidental,” and “Collateral” in the “Facility Indicator”?
Collateral For a facility to be considered collateral, the following two things MUST be present or have happened: • A combatant facility MUST have been the target of the event, and the attack MUST NOT have been conducted in a reckless manner. By “not reckless,” we mean that the assailants were not conducting a mass-casualty attack (trying to kill as many people as possible); AND • The assailants used a weapon or selected a location where damage to noncombatant facilities would be reasonably avoidable. (e.g., if a noncombatant car parked in front of a military base is destroyed when the base is bombed, then the vehicle would be considered Collateral). Indiscriminate/Incidental Facilities that are recklessly damaged are considered to be Indiscriminate (e.g., someone detonates a bomb in a crowded market.)
