What is the difference between substantially complete mapping data (due by Feb. 1, 2010) and complete data (due by March 1, 2010)?

Applicants are expected to make efforts to obtain a more complete data collection by March 1 than the data presented on February 1. Obtaining 100 percent of the data requested may be difficult, but NTIA expects applicants to attempt to obtain as close to a 100 percent data set as possible by March 1, 2010. The March 1, 2010 deadline was extended for all states because grants were not issued until November.
