What is the difference between regular, portable, and USB software?

Portable software and “USB software” are the same thing. I, too, have not heard that term used before, but it’s basically software that can run on flashdrives. The first guy said that portable software is software that can run on different OSes. He is actually thinking of “hybrid” software. For example the new Sims 3 game is a “hybrid” software, meaning it runs on mac and pc, perhaps linux as well.
