What is the difference between pre-consumer and post-consumer waste?

Pre-consumer waste is waste fibre gathered from paper which has not yet reached final consumers. For example the waste paper generated from our production process would be deemed as pre-consumer waste. Post-consumer waste is material gathered from products that have reached the final consumer or public and have been recycled back into paper.
