What is the difference between pillage and occupy a wilderness?

When you tried to occupy other’s city, you can get Gold while pillage can’t. While you successfully “Occupy” a city you don’t really take over it until the city’s Loyalty drops to 0. Occupy is more difficult. You have to face fortifications and troops but pillage only troops.
