Organize is generally a term used to descbre putting items or information in a specific order the way you see fit based on your system. 
Arrange is basically organizing things but in a predetermined or established order.

Organize: means to plan. Generally used for an event or an activity. Also means to gather people into a group that will work on something together.

Arrange: means to move into a particular order or position. to organize details of something before it happens.

the two words are very close in their meanings. so basically the situation decides the word usage for the two words.

example: I have to arrange a lot of ingredients to make pasta for dinner. (you cannot use organize here, sounds incorrect)

I am organizing an event for my firm. (Arranging an event will sound incorrect, although both words have very similar meanings.)

As a native English speaker, the word “arrange” would be used to describe specific countable things that I am trying to put in some kind of serial order. For example, “I am going to arrange my collection of antique Coca-Cola bottles by year of production.” Of course, I can organize my Coca-Cola bottles as well, but it seems to me that using the word “organize” is more general in nature than the word “arrange.” For example, “Today I am going to organize this box full of antique Coca-Cola bottles by arranging them in order by year of production.”

They can have overlapping meanings.  While “arrange” can mean to physically place things, as to arrange the items on your desk, it can also mean to make plans for something.  “We arranged to have a party at the restaurant.”  In that sense, you can also use “organize”.  “We organized a party at the restaurant.”  But “organize” implies more activity- inviting guests, choosing the menu, planning decorations, etc.  “Arrange” might just mean calling the restaurant to reserve the space.

To organize is to group items in specific patterns based on certain factors. Whether it be alphabetically, by how the items are used, by color, shape or size. According to preference. Arranging is putting items in an ascetically pleasing position or one that provides the most efficient use of the item, or it can be based on the frequency of use.
