There is often much confusion about this when in fact the two theories are complementary. The NIM framework recommends partnership working and appropriate information sharing with partner agencies. Indeed it is recommended that partners attend T&CG meetings. In parts of Scotland partnership T&CGs have already been formed. This should clearly sit comfortably with any system or theory of problem solving policing designed to look at problems in terms of long term solutions through seeking to identify root causes. What POP / PSP does not provide is a standardised system for priority setting whether at divisional, force, regional or national levels. It does not provide a series of defined intelligence products (target and problem profiles etc.) nor a system of meetings to task and coordinate resources across these levels of policing with a degree of integration and mutual understanding.
