How cell phone and landline information is classified is the difference. For years residential telephone numbers have been public. Cell phones have always been considered more private than residential telephones, especially considering that even when you receive a call on your mobile phone you have to use your minutes whether or not you really want to talk to the caller. To avoid unwanted cell phone calls (e.g. telemarketers!), the industry protects consumer privacy and therefore cell phone numbers are harder to obtain. While at first glance a free reverse cell phone directory might seem like a convenience to everyone, in reality, a free cell phone directory would likely cause headaches for all of us who would be annoyed with unsolicited calls. The bottom line is that when people receive a call on their cellular phones, they have an expectation that the call is important.
