in general in-house management means that the management of something is done by the companies own employees, this contrary to outsourcing or consultancy. It’s a bit strange to compare it with contract food service but maybe you are refering to the company-cafetaria??? In this situation, it would mean the difference between running your own cafetaria and outsourcing it to a supplier.
