What is the difference between “Hostage” and “Kidnapped”?
A victim is a hostage when a terrorist takes control of a facility or location and prevents the victim from leaving. The victim is “held” in place. Usually the facility is the primary target. A victim is considered kidnapped when a terrorist takes possession of the victim and moves the victim from his or her original location. Usually, the victims are the primary target.
