What is the difference between having a Lead Partner with Strategic or Delivery Partners and a Partnership Bid?

The key difference is in the contractual arrangements. Applications can be submitted by a lead partner with delivery and strategic partners or a group of organisations applying equally in partnership – referred to as a Consortium bid. The difference between a consortium bid (option 2) and a lead partner with delivery partners (option 1) is that in option 2 all consortium members would enter into a grant agreement with the LDA and share joint and several liability for the grant. Please see page two of the application guidance and also page 28 of the prospectus.
