The most desirable form of chlorine is free chlorine. It is the form for disinfecting activity in the water. Free chlorine changes over to combined chlorine when it is used up. Combined chlorine has little or no sanitizing ability. It is also responsible for eye burn and skin irritation. Total chlorine is the sum of the free chlorine level and combined chlorine levels.
