There are several differences and the major differences are: • Not all MMRP projects will require an ESS, even if explosives operations are integral to the project, e.g., PAs, SIs, On-Call Construction Support, and Anomaly Avoidance Activities. • All MMRP projects that do have explosives operations integral to the project will require an ESP. • An ESS contains all relevant explosives safety information identified in EP 385-1-95b and DOD 6055.9-STD. • An ESP only contains information relative to explosives storage, planned or established demolition or disposal areas, and the boundaries of the project location. • As of this time, an ESS is reviewed and approved by USACE, USATCES, and DDESB. • As of this time, an ESP is reviewed and approved by USACE (Huntsville acting on Delegation of Authority from HQUSACE).
