What is the difference between EUROCONTROL Specifications and Community Specifications concerning their binding value?

0

A EUROCONTROL Specification is a document produced by EUROCONTROL on its own initiative which can be used to demonstrate compliance. However it is not a formal (regulatory) Means of Compliance and implementing it does not mean automatic compliance. If the European Commission recognises a EUROCONTROL Specification through publication in the Official Journal of the European Union then this Specification will become a Community Specification and consequently a formal Means of Compliance. Its use will automatically give formal presumption of conformity.
