DRID 20 is the old name, FAIR is the new name. DRID 20 stands for Defense Reform Initiative Directive 20, signed by the Deputy Secretary of Defense in January 1998. DRID 20 required submission of an inventory by October 1998 that classified every DoD position as either inherently governmental, CA but exempt from competition, or CA eligible for competition. FAIR stands for Federal Activities Inventory Reform Act of 1998. DoD used the DRID 20 inventory to satisfy the FAIR Act requirement to submit an inventory of CA functions by June 1999. The FAIR Act requires all federal agencies to submit a CA inventory to OMB in June each year.
