Under copyright, you reserve all the rights to your songs. Period. Licensing is when you keep the copyright to a song and grant others permission to use it for a particular purpose. Usually when people discuss music licensing, they are usually referring to a commercial contract where a musician grants another person or organization permission to use their song to promote a product or service.
